Dont think there is a statement in USPAP to that effect. I would just say “not qualified” this covers

any assignment that you are unfamiliar with and have had no practice doing. That is somewhere in USPAP ..must not accept any assignment not competent for unless you are willing to take steps to educate yourself on how to do it”
