I have a question regarding Mr Simmons’ Pre Storm and Post Storm valuations comment for Tax Code Publication 547. Determining the Post Storm Valuation would be difficult weeks after the storm has passed and Mr Simmons’ states that he would begin determining the Post Storm Valuation a couple of months later once the “market speaks”. My question is what would the effective date be of the Post Storm Valuation? Would you perform a retrospective valuation with an effective date the day after the storm or would it be an effective date two, three, four months afterward? What is allowed under the Pub 547?
