I am now focused and ready to buy! I have the second edition on through to present. The second edition was published in 1951. Perhaps it is a sign of the times- everyone is busy and they send out a &#8220;runner&#8221; to do the inspection. I don&#8217;t care what the excuses are but regardless, this is fraud.</p>
<p>If anyone knows this activity is taking place please report it to your state regulatory agency.</p>

My brother finally identified from where the confusion originates. Non arms length just means related parties . A related party can be family or even landlord/ tenant.</p>
<p>Market value is based on exposure in the open market. REO is not a market transaction but it is arms length. </p>
